What Is a Data Clean Room in Digital Advertising?
A data clean room is a secure collaboration environment where companies jointly analyze combined data for agreed purposes without exposing raw records to each other.

A data clean room is a secure collaboration environment where two or more companies can combine and analyze their data for specific, mutually agreed purposes without either side exposing its raw, individual-level records to the other — the Interactive Advertising Bureau's standard definition for the term.
Why "Clean" Is the Operative Word
The name refers to the controlled conditions inside the environment, not to any claim about the data's quality. Raw customer records never leave either party's control; instead, both sides' data is matched and analyzed inside the shared environment under strict access rules, and only aggregated results — not individual records — are allowed to leave it. That structure is what lets a retailer and a brand, or a platform and an advertiser, answer questions like "how many of your customers also saw my ad" without either one handing over a customer list.
Who Actually Runs These
Walled gardens like Google, Meta, and Amazon are the biggest clean room operators because they hold the data advertisers want to match against. Google's version, Ads Data Hub, began its public beta in May 2017, extending an earlier YouTube measurement project to the Google Display Network and DoubleClick. The pattern since has been consistent: platforms share aggregated insights with advertisers through a clean room rather than exporting user-level data directly, preserving both user privacy and the platform's control over its own data.
The Technical Standard Behind Them
The IAB's advertising-focused definition is also being formalized at the technical level. IAB Tech Lab finalized a specification called ADMaP in February 2025 that pairs private set intersection — a cryptographic technique for matching records between two parties without revealing the records themselves — with Trusted Execution Environments, secure hardware-isolated spaces for running the matching computation. That combination is meant to give clean rooms a common technical foundation instead of each platform building a one-off, proprietary matching system.
Why Clean Rooms Matter More Now
Clean rooms became a bigger part of the measurement conversation as cookie-based, cross-site tracking became less reliable and regulators tightened rules on sharing personal data between companies. A clean room lets two companies answer a shared business question — overlap analysis, campaign measurement, audience matching — using each other's first-party data without either one needing to export individual records outside its own systems, which is the core compliance problem a clean room is designed to solve.
What a Clean Room Is Not
A clean room isn't a data broker and isn't a place where either party gains visibility into the other's raw customer list. It's also not limited to advertising — the same structure gets used in healthcare, finance, and other industries where two organizations need to jointly analyze sensitive data. In an advertising context specifically, it's most often used for cross-platform campaign measurement, audience overlap analysis, and incrementality testing between an advertiser and a publisher or retail media network.
Bottom Line
If you're being asked to share customer data with a media partner for measurement purposes, a clean room arrangement — not a direct data export — is the privacy-safe way to do it; ask any retail media network or platform partner whether their measurement product runs through a clean room before agreeing to share first-party data directly.
