Conversion goals are a separate, required step

Conversion goals, configured under Tools, then Conversions, then Conversion goals, reference the UET tag and define the specific activity that should be counted: a destination URL reached, a duration or pages-per-visit threshold crossed, a specific on-page event, or an offline conversion imported later. Skipping this step is the most common setup mistake — a UET tag with zero goals attached will show traffic in reporting but will never register a single conversion, since goals are what translate raw UET signal into the account's actual conversion count.

Why one tag instead of per-campaign tags

Because the base tag rarely changes once installed, almost all future tracking work happens at the goal level rather than the tag level — adding a new conversion type means creating a new goal referencing the existing tag, not installing a second tag. That's a different mental model from platforms that expect a distinct pixel per campaign or event type, and it's worth confirming before assuming a second UET tag is needed for a new conversion action.

Verifying the setup is actually working

New UET tags and new conversion goals can take up to 24 hours before Microsoft Advertising starts receiving and reporting data. After that window, check the Tracking status column under Conversion goals: "Recording conversions" confirms the goal is live and working, while "Unverified," "Tag inactive," or "Inactive" means the tag isn't firing correctly on the designated URL or event. Microsoft's own UET Tag Helper browser extension can validate tag and goal firing on any given page before that 24-hour reporting gap makes a broken implementation look like a data problem.
