Can You Advertise CBD Products on Google Ads in 2026?

Mostly no. Google bans cannabis and most CBD ads outright, with a narrow LegitScript-certified exception for topical hemp CBD in CA, CO, and Puerto Rico.

Mostly no. Google Ads prohibits advertising for cannabis, THC products, and most CBD products outright under its Dangerous Products or Services policy. The only exception is for topical, hemp-derived CBD products containing 0.3% THC or less, and that exception only applies to LegitScript-certified advertisers targeting California, Colorado, or Puerto Rico.

What's Banned Outright

THC products, vapes, infused edibles, and other ingestible CBD remain disallowed everywhere, as does any ad for cannabis dispensaries, delivery services, or paraphernalia, regardless of state-level legality where the advertiser is based.

The Narrow Exception, and What It Requires

Google removed CBD from its unapproved-pharmaceuticals list and now allows ads for topical, hemp-derived CBD products in a small set of markets, but only for advertisers who complete LegitScript certification. That process requires submitting product samples for a third-party Certificate of Analysis confirming the product stays under the 0.3% THC legal limit. Even certified, the ads can only target California, Colorado, and Puerto Rico — running the same creative nationally will get it disapproved outside those three markets.

Why LegitScript Certification Exists

Google doesn't manually verify THC content for every CBD advertiser, so it outsources that verification to LegitScript, an independent monitoring service. Certification is what allows Google to permit a narrow carve-out without having to individually test every product submitted.

State Legality Doesn't Override Google's Policy

A product being fully legal where an advertiser is based doesn't exempt it from Google's ad policy, which applies as a single global standard regardless of state or provincial law. A cannabis dispensary operating legally under state law still can't advertise on Google Ads, because Google's Dangerous Products policy isn't contingent on local legality — it's a platform-wide restriction that sits on top of whatever the law permits.

What Happens If You Advertise Cannabis Anyway

Dangerous Products violations don't come with the grace period Google extends to some other restricted categories. Where crypto advertisers get at least a seven-day warning before suspension for a policy violation, cannabis and THC ads are typically disapproved on review with no equivalent warning window, and repeated attempts risk account-level suspension rather than just individual ad rejections.

How This Compares to Other Platforms

Meta takes a more permissive position on CBD specifically, allowing certified advertisers to run US-only CBD ads without the same three-state limit Google imposes, while still banning THC and cannabis outright. TikTok's ad policy goes further than either, with no carve-out at all for cannabis or CBD advertising of any kind.

Bottom Line

Don't build a Google Ads campaign around cannabis or THC products under any circumstance, and if you sell topical hemp-derived CBD, get LegitScript certified and restrict targeting to California, Colorado, and Puerto Rico before you spend a dollar — anything outside that scope gets disapproved regardless of your product's legal status in other states.

Pro Tip

Always test your campaigns with small budgets first. Scale up only after you've proven profitability and optimized your conversion funnel.
